Bihar Power Utilities Told to Tighten Maintenance and Curb Theft Ahead of Summer Demand

Energy secretary orders strict SOP compliance, faster complaint redressal and data-led action on power theft to ensure uninterrupted supply.

Patna: Officials of Bihar energy department ad its companies, including the DISCOMS, have been instructed to step up maintenance, strengthen consumer services and take tougher action against electricity theft as the state prepares for a surge in summer demand. The directions were issued during a high-level review meeting chaired by the energy secretary on Saturday.

The meeting, held in Patna, was led by Manoj Kumar Singh, the Energy Secretary and Chairman-cum-Managing Director of Bihar State Power Holding Company Limited (BSPHCL). He reviewed the performance, operations and progress of ongoing schemes and projects across BSPHCL and its subsidiary companies, with a focus on reliability and timely execution.

Officials discussed issues ranging from the quality of works and system stability to the services being delivered to consumers. Singh emphasised transparency, accountability and efficiency, calling on senior management to closely monitor progress. The meeting was attended by top executives, including Rahul Kumar, managing director of North Bihar Power Distribution Company Limited and Bihar State Power Transmission Company Limited.

To prevent outages during the summer months, the energy secretary directed that all grid and power substations follow standard operating procedures strictly. Regular inspections, checklist-based monitoring and mandatory use of safety gear were stressed, with worker safety described as a priority. He asked officials to complete maintenance and necessary repairs of distribution transformers, feeders and other infrastructure by March 31, 2026.

Consumer grievance redressal also featured prominently. Singh ordered that fuse call centre contact numbers be printed on electricity bills, allowing consumers to directly reach local officials during faults. He also called for the creation of a centralised online portal where complaints can be logged, tracked through a unique ID and updated in real time.

The review highlighted the need to curb power theft and improve revenue collection. Officials were told to analyse smart meter data to design targeted enforcement strategies and to reduce technical losses in distribution networks. The meeting concluded with a push for regular training of staff to build a skilled workforce capable of adopting new technologies and improving overall service delivery.

  • A late-night raid at Beur Central Jail in Patna has exposed serious security lapses after officials recovered a mobile phone and data cable from inside the high-security facility. The operation, conducted between 10:50 pm and 12:45 am, is part of an intensified statewide crackdown on prison security following recent administrative directives. Authorities have increased surveillance and surprise inspections to curb illegal activities inside jails.

The raid was led by the Sadar Sub-Divisional Officer along with City Superintendent of Police Bhanu Pratap Singh and a large team of around 150 personnel. Multiple sections of the jail, including the Ganga Block, were thoroughly searched during the operation. Following the recovery of prohibited items, a warder has been suspended immediately, while several other staff members are under investigation and have been asked to explain possible negligence or involvement.

Officials stated that such drives are part of ongoing efforts to maintain discipline and prevent criminal networks from operating within prisons. The incident comes shortly after coordinated searches across 13 jails in Bihar, where other banned items were also found. The latest recovery at Beur Jail has raised fresh concerns over internal monitoring systems, signaling the possibility of deeper lapses and stricter action in the coming days.

  • Patna police have successfully cracked an ATM theft case in the SultanGanj police station area, arresting a 25-year-old accused identified as Amit Raj from the Digha locality. Acting under the directions of the City SP East, police launched an investigation after a Punjab National Bank ATM in the Mehndi area was targeted. The accused allegedly broke the lock of the ATM room and carried out the theft operation.

During the investigation, police uncovered that the accused was involved in multiple theft incidents, including another PNB ATM theft on April 12 and a Bank of India ATM theft on Ashok Rajpath on April 15. Based on his confession, police recovered a stolen DVR from his residence, along with a stolen motorcycle, master keys, and tools used for breaking into ATM machines. The accused already has a criminal history, including cases under the NDPS Act, and further interrogation is underway.

On April 17, 2026, a suspect was caught with a stolen motorcycle, leading to crucial disclosures about the gang’s network and operations across districts.

Following the interrogation, police swiftly arrested a total of ten accused individuals, all residents of Gaya district. Based on their identification, seven stolen motorcycles were recovered from different police station areas in Gaya. Authorities have registered case number 377/26 and initiated further investigation into their criminal backgrounds, aiming to uncover the full extent of the network.
