Patna: The Bihar Transport Department is issuing challans worth nearly Rs 6 crore every month through an automated e-detection system installed on National Highways across the state. The system checks vehicles as they pass through toll plazas and automatically generates fines if important documents such as fitness certificates, insurance papers or pollution under control (PUC) certificates are not updated. Officials say the move is aimed at improving road safety and ensuring that vehicle owners follow the rules.
At present, 32 toll plazas in Bihar are equipped with this e-detection system. The department has started preparations to install the system at nine more toll plazas in the coming months. The process of issuing challans through this digital system began in August 2024, and since then, the number of detected violations has steadily increased as more data has been collected and verified.
According to official data, 1,49,490 challans were issued between August 2024 and September 2025 through toll plaza checks. During this period, fines worth nearly Rs 80 crore were imposed on vehicle owners. However, only about 25% of this amount has been recovered so far. The department has now directed District Transport Officers to identify vehicle owners who have not paid their challans and take further action against them.
The system has been developed with technical support from the National Informatics Centre. It is connected to a central database that stores vehicle registration details and related documents. When a vehicle passes through a toll plaza, cameras scan its number plate or Fastag. The system then checks the vehicle’s records instantly. If any required document is found to be expired or missing, an e-challan is automatically issued under the relevant law and sent to the registered owner.
Officials say this technology reduces manual checking and helps in maintaining transparency. It also sends a clear message to vehicle owners that incomplete or expired documents can now be detected instantly. With more toll plazas set to be covered, the Transport Department expects stricter compliance and safer roads across Bihar.
