Patna: The Bihar government has launched a major drive against unlicensed and unhygienic meat and fish shops in cities and towns across the state. The Urban Development and Housing Department has instructed all 261 municipal bodies to immediately identify and close shops that are operating without valid licences. Officials have warned that those who fail to follow the rules will face strict legal action, including FIRs and the sealing of premises.
The new orders were issued by the department’s principal secretary, who directed civic authorities to enforce Section 345 of the Bihar Municipal Act. According to the instructions, no meat or fish shop will be allowed to function without proper permission from the municipal body. The government has also banned the practice of hanging raw meat openly on roadsides, saying it creates health risks and spreads infection. Vendors will now have to meet clear hygiene standards to receive or renew their licences.
Special attention is being given to shops located near temples, schools, colleges and other crowded public places. The government has said that such shops will not be granted licences in these sensitive areas. Municipal officials have been asked to survey their jurisdictions, remove illegal outlets and submit detailed reports to the department. Inspection campaigns have already started in several cities, including the capital, Patna.
The action has also revealed gaps in the licensing system. In Patna, the process for issuing and renewing licences for meat and fish shops has reportedly remained stalled for years. Early findings show that while only a small number of shops have valid licences, many more are operating without approval. The municipal corporation has now begun a fresh citywide survey and is preparing to restart the licensing process. Officials say traders who follow the rules will be allowed to continue, but illegal and unhygienic shops will face firm action as part of the government’s effort to improve public health and cleanliness in urban Bihar.
