Patna: Pratyaya Amrit chaired a high-level review of key centrally sponsored PMG projects and PRAGATI schemes in Bihar on Wednesday, directing departments to accelerate implementation and adhere strictly to deadlines.
The meeting, held at the main secretariat in Patna, assessed progress across infrastructure, cooperative digitisation and urban sanitation, with officials asked to improve coordination and ensure timely delivery.
Focus on AIIMS Darbhanga and infrastructure
Reviewing the AIIMS Darbhanga project, the chief secretary directed that the shifting of 400 KVA high-tension lines be completed in “mission mode” by May 15, 2026.
The health department was also asked to submit technical proposals for earth-filling and construction of a ring bund to the Union health ministry at the earliest.
For the Integrated Manufacturing Cluster in Gaya, which is expected to generate around 110,000 jobs, officials were instructed to expedite the construction of an industrial police station and helipad at Dobhi, along with ensuring timely provision of external infrastructure such as electricity and water.
The Jal Marg Vikas Project was reported to have achieved 76.78% physical progress. Officials were directed to fast-track the transfer of government land required for the Inland Water Transport Regional Centre of Excellence.
Push on cooperative digitisation
In the cooperative sector, officials said hardware has been supplied to all 4,477 approved Primary Agricultural Credit Societies (PACS), with 4,476 already operational as ‘e-PACS’.
The remaining unit is expected to go online within a week. The chief secretary directed full compliance with e-ERP systems across all PACS.
Urban sanitation and waste management
The review also covered urban sanitation efforts, with nine of 45 legacy waste sites already treated and work ongoing at 13 others.
Discussions were held on establishing a waste-to-energy plant in Patna and waste-to-wonder parks in Patna and Munger. Departments were instructed to expedite pending tenders and ensure real-time monitoring through GPS-enabled waste transport systems linked to digital dashboards.
Officials were also asked to strictly implement the ‘reduce, reuse, recycle’ framework to improve Bihar’s ranking in the garbage-free city rating system.
Emphasis on accountability and coordination
Amrit stressed that all projects must be completed within stipulated timelines, warning that accountability would be fixed for delays or lapses in quality.
Departments were directed to coordinate closely on land acquisition, forest clearances and utility shifting to avoid bottlenecks.
Senior officials from departments including finance, health, industries, energy, water resources and urban development attended the meeting.
