Patna: Revenue and Land Reforms Minister Dilip Kumar Jaiswal has directed district administrations across Bihar to expedite the disposal of long-pending land mutation cases, following a departmental review that found substantial delays in several administrative circles.
The instructions were issued through a letter sent by Jay Singh to all district magistrates and collectors.
Officials have been directed to ensure that all mutation cases pending for more than 120 days are disposed of within the next 15 days.
Department Flags Delays Beyond Prescribed Timeline
According to the Revenue and Land Reforms Department, timelines for disposal of mutation cases had already been fixed to improve public convenience and administrative efficiency.
Under existing rules:
- undisputed mutation cases are to be disposed of within 35 days
- disputed cases must be resolved within 75 days
However, a departmental review found that numerous cases across various administrative circles had remained pending well beyond the prescribed period.
Officials said several cases had crossed:
- 75 days
- and, in some instances, more than 120 days
A circle-wise list of cases pending for over 120 days has also been forwarded to the concerned districts.
Circle Officers Asked To Prioritise Pending Cases
The department has directed district magistrates to immediately instruct all circle officers to prioritise disposal of the pending mutation applications.
Collectors have additionally been asked to:
- conduct regular monitoring
- review progress at the district level
- ensure timely compliance with the department’s directives
Government Warns Against Future Delays
The Revenue and Land Reforms Department clarified that no land mutation case should remain pending beyond the stipulated 75-day limit in future.
Officials said the move was intended to improve service delivery and reduce delays faced by citizens in land-related administrative processes.
