Patna: Chief Minister Samrat Chaudhary has introduced a new procedural practice in Bihar cabinet meetings under which ministers — rather than senior bureaucrats — will now personally present their departmental agendas before the cabinet.
The change was implemented during the state cabinet meeting held on Wednesday and is expected to continue in future meetings.
According to the Bihar government, the initiative was introduced on the chief minister’s instructions as part of efforts to increase the direct involvement of ministers in the decision-making process.
Ministers Presented Departmental Proposals
Traditionally, cabinet meetings in Bihar are attended by:
- ministers
- departmental secretaries
- additional chief secretaries
- principal secretaries
During such meetings, bureaucrats generally present departmental proposals and agenda items.
However, during Wednesday’s meeting, CM Samrat Chaudhary instructed ministers to personally place their respective departments’ proposals before the cabinet. Several ministers subsequently presented their agenda items during the session.
Officials described the move as a new administrative approach under the NDA government formed under Chaudhary’s leadership.
Cabinet Approved 19 Proposals
The cabinet meeting approved a total of 19 proposals from various departments.
Among the major decisions:
- the Dearness Allowance (DA) for state government employees was increased by 2%
- approval was granted for the creation of new posts of Rural Superintendents of Police (Rural SPs)
According to officials, the new Rural SP positions will be created in sensitive districts including:
- East Champaran
- Samastipur
- Madhubani
- Vaishali
- Siwan
Government officials said the new cabinet presentation model would now be followed in future meetings as well.
