Patna: The Bihar Education Department has tightened attendance and punctuality rules for teachers in government and recognised schools, with repeated late arrivals or early departures now potentially affecting their salaries.

Under the new system, if a teacher arrives late or leaves school before the prescribed time on three occasions, one day’s salary may be deducted. The move is aimed at improving punctuality, discipline and accountability among teachers.

The department has also revised the weekly school schedule, with schools now operating for a half-day on Saturdays.

School Timings Revised Across Bihar

According to the directive issued on August 6, 2026, government and recognised schools will operate from 9:30 AM to 4:00 PM from Monday to Friday.

On Saturdays, schools will function from 9:30 AM to 1:00 PM, effectively introducing a half-day schedule.

The revised timetable is intended to bring uniformity to school operations and provide a fixed schedule for both teachers and students.

School timings have previously been changed during periods of extreme heat. During April, government schools operated from 6:30 AM to 12:30 PM because of high temperatures. Following the summer break, regular timings of 9:30 AM to 4:00 PM were restored from July 1.

Online Attendance Linked to Salary

One of the key changes is the linkage between teachers’ online attendance and salary processing.

Teachers in Bihar’s government schools already record their daily attendance through the e-Shikshakosh portal. Under the strengthened monitoring system, attendance records will now play a direct role in assessing punctuality and processing salaries.

If a teacher is found to have arrived late or left before the scheduled closing time three times, disciplinary action may be initiated, including deduction of one day’s salary.

The system is intended to ensure that teachers not only mark their attendance but also remain present at school for the prescribed working hours.

Fake Attendance to Face Strict Action

The Education Department has also warned teachers against irregularities in online attendance.

Cases involving the use of old photographs, manipulated images or attempts to mark attendance without being physically present at school have previously come under scrutiny.

The department has directed officials to investigate suspected cases of fake attendance. If such allegations are established, teachers could face strict disciplinary action, potentially including suspension.

This means monitoring will extend beyond simply checking whether attendance has been marked through a mobile device. The department is also focusing on the teacher’s actual presence and working hours.

New Rules Aim to Improve Discipline

The government’s decision comes amid longstanding concerns over teacher attendance and punctuality in government schools.

By linking attendance records with salary processing, the Education Department intends to make teachers more accountable for reporting on time and completing their prescribed working hours.

The system could also make it easier for authorities to identify repeated instances of negligence and take administrative action.

Attendance Alone Cannot Improve Learning

While stricter attendance monitoring could improve discipline, the effectiveness of the education system will ultimately depend on what happens inside classrooms.

Ensuring that teachers arrive on time and remain in school for the prescribed duration is only one part of improving government education. The quality of classroom teaching, student participation and actual learning outcomes will remain equally important.

The success of the new system will therefore depend not only on reducing late arrivals or salary deductions, but also on whether students ultimately benefit from more consistent and effective teaching.
