Patna: Agriculture Minister Vijay Kumar Sinha chaired a review meeting at Krishi Bhawan, Mithapur, where he assessed the state’s seed analysis systems and operations of government-run seed multiplication farms.
The meeting focused on ensuring timely availability of certified and high-quality seeds to farmers across Bihar.
Review of Seed Quality and Testing System
The Minister reviewed ongoing schemes related to seed production, certification, and distribution. Officials were asked to present detailed information on existing systems and their effectiveness in maintaining quality standards.
He emphasised the need to strengthen institutional mechanisms so that farmers receive reliable seeds ahead of sowing seasons.
Crackdown on Sub-Standard Seed Suppliers
Vijay Kumar Sinha directed officials to compile a detailed list of seed batches found sub-standard over the past three years.
He also sought records of action taken against seed companies during this period, noting that complaints regarding poor-quality seeds are received regularly.
The Minister instructed that strict action must be taken against companies found violating standards, in accordance with rules, to safeguard farmers’ interests.
Expansion of Seed Testing Laboratories
The review highlighted the state’s plan to establish 31 district-level seed analysis laboratories. Officials were directed to expedite their setup and strengthening.

Focus on Foundation Seed Production Chain
The operations of state-run seed multiplication farms were also reviewed during the meeting.
The Agriculture Minister stressed the importance of increasing production of “foundation seeds” in line with seasonal requirements. He added that the entire seed production chain, from foundation to certified seeds, must be strengthened through the Bihar State Seed Corporation.
