Patna: The Bihar government is planning a major technological shift in land and revenue administration by introducing artificial intelligence (AI) tools across the state. Deputy chief minister and revenue and land reforms minister Vijay Kumar Sinha said the initiative aims to make government processes faster, more transparent and more efficient.
The state plans to establish dedicated AI cells in every district to oversee the use of technology in administrative work. According to officials, the move is part of a broader effort to modernise governance and provide quicker and more reliable services to citizens, particularly in land-related matters.
The revenue and land reforms department has issued instructions to all divisional commissioners and district magistrates to form these AI cells. Additional secretary Ajiv Vatsraj directed that each cell will have five members and will be headed by the additional collector (revenue). Other members will include the district IT manager, a deputy collector of land reforms, a circle officer and a revenue officer.
The AI cells will hold regular review meetings every Saturday between 3pm and 6pm at the office of the additional collector (revenue). Officials will assess the use of AI tools in administrative processes and discuss ways to expand their role in improving efficiency in the revenue system.
The government also plans to introduce structured training programmes for officers and employees to familiarise them with AI technology. A specialised course will be developed, and participants will be required to take an examination after completing the training. Officials who meet the required standards will receive certification issued by the district magistrate.
The department aims to begin using AI tools in revenue administration from April 1, 2026. In preparation for the rollout, the chief secretary’s office has already circulated a list of recommended AI tools to district authorities.
Officials said the government is also encouraging the use of AI assistants in day-to-day administrative tasks and meetings. Free tools such as ChatGPT are expected to help officers draft documents, analyse data and manage routine work more efficiently.
The state government believes that the integration of AI in revenue administration will make governance more transparent and citizen-focused while improving the delivery of public services across Bihar.
