Patna: The Higher Education Department has announced that professional courses such as BBA, BCA and BMS will be offered only in AICTE-approved constituent colleges across Bihar from the 2026–27 academic session. The directive has been issued to all state universities and affiliated colleges, making prior seat determination compulsory before admissions begin.
Under the new rules, institutions will have to seek approval for the number of seats they intend to offer in professional programmes. N.K. Agrawal, director of the department, has instructed university administrations to submit their proposed intake to the competent authority for clearance. After reviewing the proposals, the department will decide how many seats each college or university may fill, a move aimed at preventing institutions from admitting students beyond their capacity.
Officials say the reform is designed to ensure that students receive quality education in a structured academic environment. By regulating seat numbers in advance, the department hopes to reduce pressure on faculty and infrastructure while improving teaching standards in employment-oriented courses.
The guidelines also make it clear that only colleges with adequate infrastructure will be allowed to run professional programmes. Institutions must demonstrate that they have functional laboratories, computer facilities, a well-stocked library, sufficient classrooms and qualified teaching staff. “If any institution is found lacking these necessary resources, it will not be permitted to conduct professional courses,” he said, adding that colleges must certify their ability to provide both practical and theoretical instruction.
The department has further mandated strict adherence to the reservation policy during admissions. Seats must be allocated according to prescribed quotas for different categories, and merit lists prepared accordingly. Universities and colleges have been directed to publish details of seat capacity, available facilities and admission procedures on their official websites to ensure transparency.
According to officials, the changes will be implemented in line with existing state ordinances and regulations. The department believes the new framework will not only improve the quality of professional education but also ensure balanced use of resources across institutions. Universities are now expected to accelerate preparations and complete all formalities related to seat determination well before the start of the 2026–27 session.
