Patna: The Election Commission has announced a major change to the counting of postal ballots for the upcoming Bihar Assembly elections, aiming to enhance transparency and reduce delays amid growing concerns over electoral irregularities.
The Commission, which faced criticism from opposition parties over the recent SIR, has issued a new order specifying that postal ballots will now be counted before votes from electronic voting machines (EVMs) are opened. According to the notification, the second and final stage of EVM counting cannot begin until postal ballot results are fully processed at each counting centre.
Previously, EVMs were opened at 8:30 AM even if postal ballot counting was incomplete. Under the new procedure, this will no longer be permitted. “EVMs cannot be opened under any circumstances until postal ballot counting is complete,” the Commission stated.
The order also instructs Returning Officers in constituencies with a high volume of postal ballots to deploy sufficient tables and counting staff to ensure a smooth process. Additional personnel will be arranged if necessary, with the aim of avoiding delays while prioritising postal ballot results.
Postal ballots, designed to facilitate participation for voters unable to attend polling stations due to work commitments, disability, or age (over 80 years), are cast several days before the general electorate votes. The system has been introduced to boost voter engagement and ensure the inclusion of all eligible voters.
The Election Commission emphasised that the move seeks to promote uniformity, transparency, and efficiency in vote counting, especially given the rising number of postal ballots in recent elections.
