Patna: The Rural Works Department Bihar has blacklisted a contractor for three years after an inquiry found serious irregularities and quality lapses in the construction of rural roads in the state.
The action relates to two projects under the Chief Minister’s Village Connectivity Scheme (Residual) in the Chapra-01 works division of Saran district.
Irregularities In Road Construction
Officials said the projects included road links from Perari to Harijan Tola Chamrahiya and from Nandlal Singh College to Harijan Tola Beldari.
A departmental review found that the construction work did not adhere to approved estimates and involved significant violations of prescribed quality standards.
No Satisfactory Explanation
The department issued a notice to the contractor seeking clarification and supporting documents. However, officials said no satisfactory response was received within the stipulated timeframe.
Following this, the engineer-in-chief passed an order blacklisting the contractor under the provisions of the Bihar Contractors Registration Rules, 2007.

Officials said the move reflects a stricter approach towards enforcing accountability in public infrastructure projects.
The department said it remains committed to ensuring that construction work across Bihar meets required standards of quality, transparency and timelines, particularly in rural connectivity projects aimed at improving infrastructure access.
