Patna: In a significant push for transparent and citizen-centric governance, the Government of Bihar on Friday launched a series of digital initiatives under the Bihar Prashasnik Sudhar Mission Society (BPSMS), aimed at improving public service delivery and employee welfare.
At an event held at the Secretariat Meeting Hall in Patna, Chief Secretary of Bihar formally inaugurated the RTPS Online Appeal and Review Portal — a platform designed to streamline citizen grievances under the Bihar Right to Public Services Act, 2011. The portal allows citizens to file appeals and request reviews online in cases of service denial or delay, incorporating features like paperless processing, digital signatures and real-time dashboards.
“Technology must serve the people. This portal transforms the right to public services from a promise into a reality,” the Chief Secretary said, highlighting the General Administration Department’s ongoing efforts in e-governance.

Also unveiled was the HRMS Bihar mobile app for Android users, offering government employees digital access to leave applications, service book records, and service corrections. An iOS version is expected soon. The launch marks the second phase of the HRMS system, expanding its reach to include modules for promotions, training, pensions, exit management, and disciplinary proceedings. To support users, the government also released handbooks on employee registration and e-service processes.
A key highlight of the event was the signing of a Memorandum of Understanding (MoU) between BPSMS and SBI General Insurance to provide group health insurance to 3,560 contractual employees across the state. The policy, fully funded by the Mission Society with a premium of Rs 1.42 crore plus GST for one year, covers up to Rs 5 lakh annually per employee and includes pre-existing diseases from day one, maternity benefits, AYUSH treatments and cashless hospitalisation at over 17,500 hospitals nationwide.
“This initiative offers much-needed social security to contractual staff and showcases the humane side of governance,” said the Development Commissioner.
