Patna: Bihar has made significant strides in digital governance, registering 4,616 non-governmental organisations (NGOs) and 1,774 firms through an online system introduced in 2016. The state government’s Prohibition, Excise and Registration Department facilitates this process via its official portal, nibandhan.bihar.gov.in, enabling a fully paperless and faceless registration experience.
Applicants seeking registration must complete an online form detailing the institution’s name, address, district, office bearers, and members. Applications are reviewed at the office level, and if found deficient, returned for correction. On approval, the Inspector General of Registration issues a certificate that can be downloaded securely with the applicant’s login credentials, eliminating the need for in-person visits.
The registration fees vary depending on the institution’s scope: Rs 25,500 for national-level bodies, Rs 15,500 for state-level organisations, and Rs 1,500 for firms, all payable online.
Documentation requirements
For NGOs, applicants must provide a resolution from a general meeting, certified by two gazetted officers, a memorandum and rules document similarly certified, self-signed and certified identity cards of officials, a photograph of the office, and a certificate issued by a Circle Officer or equivalent authority.
Firms must submit Form-1 certified by a notary or gazetted officer, a certified partnership document, and identity cards of partners—such as Aadhaar, PAN, or Voter ID—self-signed and certified.
