Patna: Bihar Chief Minister Nitish Kumar on Tuesday announced plans to establish clusters of artificial intelligence (AI) and semiconductor manufacturing units in the state, positioning Bihar alongside industrially advanced states such as Odisha, Karnataka, and Gujarat.
In a post on his official X handle, CM Nitish said the initiative would be undertaken in collaboration with the Centre’s India Semiconductor Mission, focusing on chip manufacturing, packaging, and design. “This will promote high-tech employment, investment growth, and industrial transformation,” he said, adding that Bihar now possesses the necessary infrastructure — industrial corridors, reliable power supply, efficient water management, and a skilled workforce — to support such projects.

Industrial Expansion Through Public Sector Enterprises
The Chief Minister stated that the industrial clusters will be developed with the support of central public sector enterprises, including Maharatna, Navratna, and Mini Ratna companies. The move aims to boost investment, generate employment, and ensure the optimal use of local resources.
CM Nitish further noted that entrepreneurs and investors originally from Bihar, who have successfully established industries in other states, will be invited to reinvest in their home state. “Their participation will strengthen Bihar’s industrial ecosystem and create new avenues for employment,” he said.
Focus on Financial Discipline and Job Creation
Highlighting his government’s financial prudence, CM Nitish asserted that efficient fiscal management has enabled timely disbursement of salaries and pensions while funding ongoing development projects. He accused opposition leaders of misleading young people with “false promises” about government jobs, saying, “Those who ruled for 15 years did nothing for the youth and looted the state treasury.”
He urged voters to assess his government’s performance, saying, “Do not be misled. Remember the work we have done and continue to do. We deliver on our promises.”
‘First Determination: Employment’
Reaffirming that job creation remains his government’s top priority, CM Nitish said, “We have decided to provide employment to 10 million youth in the next five years so that they no longer need to migrate for work.”
He added that industrialization in Bihar has accelerated in recent years under the NDA’s “double-engine” government. Plans are also underway to set up a Defense Industrial Corridor in coordination with the Ministry of Defence and private manufacturers as part of the Make in India initiative.
Public-private partnerships, CM Nitish said, will be key to advancing Bihar’s next phase of industrial and technological growth.
