Patna: The Bihar government is preparing to introduce a series of stringent measures aimed at addressing concerns over declining standards in higher education, with a renewed focus on research, innovation and regulatory compliance.
Officials said the move comes amid growing criticism over poor academic quality and a lack of innovation in universities across the state. Authorities are now planning stricter enforcement of University Grants Commission (UGC) guidelines, alongside performance-based monitoring of institutions.
A key decision includes the introduction of educational audits for institutions that fail to take meaningful steps towards improving teaching standards and research output. These audits will assess performance and ensure accountability in higher education.
The measures were discussed at a recent Meeting of vice-chancellors held at Bihar Lok Bhavan under the chairmanship of the governor and chancellor, Lieutenant General (Retired) Syed Ata Hasnain. During the meeting, emphasis was placed on increasing student enrolment, improving academic quality, and promoting research-led initiatives.
The governor directed vice-chancellors to prioritise innovation and take concrete steps to strengthen the academic environment in universities and colleges.
In an effort to support reform, the state government has also decided to increase financial assistance for institutions actively engaged in research and innovation.
Separately, the government has moved to standardise fees for vocational courses across all universities. According to officials from the university branch at Bihar Lok Bhavan, guidelines have been issued to ensure uniformity in fee structures, addressing complaints of wide disparities in tuition and enrolment charges.
Private institutions, in particular, have been instructed to strictly adhere to UGC norms. Authorities noted that the UGC has previously called on state governments to take firm action against arbitrary fee hikes, prompting the education department to reinforce compliance measures.
Officials said the combined steps are intended to bring greater transparency, improve quality and restore confidence in Bihar’s higher education system.
