Patna: The Bihar government on Thursday ordered a major administrative reshuffle, transferring 21 IAS officers across key departments and districts, including a change in leadership at both the Patna district administration and the Bihar School Examination Board (BSEB).
Among the most significant changes, Kundan Kumar has been appointed as the new District Magistrate (DM) of Patna, replacing Thiyagarajan SM.
Anand Kishore Shifted From Bihar Board
Anand Kishore, who had been serving as Chairman of the Bihar School Examination Board, has been transferred and appointed Additional Chief Secretary of the Department of Environment, Forest and Climate Change.
His transfer comes amid a broader administrative overhaul announced by the state government.
Tyagarajan SM, who was serving as Patna District Magistrate, has been appointed Chairman of the Bihar School Examination Board. He will also hold the additional charge of Special Secretary, Health Department, until further orders.
Patna Gets New DM
Kundan Kumar’s appointment as Patna DM is among the most closely watched changes in the reshuffle, given the strategic importance of the state capital and its role in implementing major government programmes and infrastructure projects.
Officials said several district magistrates have been transferred simultaneously as part of the statewide exercise.
Widespread Administrative Changes

The reshuffle also involved changes across multiple departments and districts, reflecting one of the state’s most extensive bureaucratic exercises in recent months.
The government has not publicly detailed the rationale behind the transfers, which are typically undertaken to improve administrative efficiency, bring fresh leadership to key positions and strengthen governance delivery.
A detailed notification issued by the General Administration Department lists the new postings and responsibilities assigned to the transferred officers.
