New Delhi/Patna: The Bihar government pitched its newly approved Bihar Industrial Investment Promotion Package 2025 (BIPP-2025) to investors in New Delhi on Wednesday, with industry minister Nitish Mishra declaring it a “historic step” to transform the state into an industrial hub.
The dialogue session followed the Patna launch of the policy earlier this month. Senior officials, including additional chief secretary Mihir Kumar Singh, BIADA managing director Kundan Kumar, and representatives of business bodies such as the Indian Chamber of Commerce, joined investors for the event.
Presenting the package, Singh detailed provisions ranging from free land allocation and financial incentives to measures aimed at strengthening the overall business climate. “Bihar is committed to accelerating industrial development and providing every possible support to investors,” he said.

Mishra told the gathering that the initiative would not only attract industries to Bihar but also generate employment for its young population. “Our goal is for Bihar to emerge as an industrial powerhouse, not only in India but globally,” he said.
Officials fielded queries from investors and underscored the state’s intent to encourage entrepreneurship, innovation and job creation. BIADA’s Kundan Kumar said the package would “accelerate job creation and economic growth” while giving entrepreneurs “better facilities and support.”

The package follows the recent BIADA Amnesty Policy 2025 and is part of the state’s wider push to reshape its industrial landscape. The event concluded with industries secretary B. Kartikeya Dhanji thanking participants and stressing that the government’s focus was on building long-term partnerships with the private sector.
