Patna: The Bihar government will establish a state-level policy commission on the lines of the NITI Aayog to prepare a long-term development roadmap and strengthen policy planning, Chief Minister Samrat Choudhary announced during a review meeting of the Planning and Development Department on Saturday.
Chairing the meeting in Patna, the Chief Minister reviewed the progress of major development schemes and directed officials to focus on effective implementation, continuous monitoring and measurable outcomes.
State Policy Commission Planned
According to the Chief Minister, the proposed commission will formulate Bihar’s long-term development vision, prepare evidence-based policies across sectors, monitor the implementation of government programmes and improve coordination among departments.
He said the body would also provide policy recommendations to help accelerate the state’s economic and social development.
Focus On Transparency And Monitoring
During the meeting, Additional Chief Secretary Dr N. Vijayalakshmi presented an overview of the department’s ongoing schemes, achievements and future plans, including the Chief Minister’s Area Development Scheme, the Member of Parliament Local Area Development Scheme (MPLADS), the construction of Panchayat Sarkar Bhavans, and the Graveyard Fencing Scheme.
The Chief Minister directed the department to develop a dedicated digital portal for MLAs and MLCs to enable online submission, monitoring and tracking of development projects proposed by legislators.
He also instructed officials to identify sensitive locations under the Graveyard Fencing Scheme and ensure their timely completion through regular monitoring.

District And Block-Level Development Plans
Calling for a more decentralised planning process, Choudhary directed officials to prepare comprehensive development plans for every district and administrative block based on their local needs, available resources and growth potential.
He also asked the department to prepare district-specific budget plans to ensure that government resources are allocated in line with local development priorities.
Referring to Bihar completing 125 years of its formation in 2037, the Chief Minister said the state should prepare a long-term vision document for a “Developed Bihar” ahead of the milestone.
Weather Alerts Through Digital Platforms
The functioning of the Bihar Mausam Seva Kendra was also reviewed during the meeting.
The Chief Minister instructed officials to strengthen the dissemination of weather forecasts by sharing timely information with Members of Parliament, legislators, district officials, panchayat representatives and other stakeholders through digital platforms such as SMS and WhatsApp.
He said a robust communication system would help improve preparedness and enable faster responses to adverse weather conditions.

The meeting was attended by Planning and Development Minister Bhagwan Singh Kushwaha, Principal Secretary to the Chief Minister Deepak Kumar, Development Commissioner Mihir Kumar Singh, Additional Chief Secretary Dr N. Vijayalakshmi, Planning and Development Secretary Kanwal Tanuj, Finance Secretary (Expenditure) Rachna Patil, and other senior government officials.
