Bihar’s Land Registration Process To Go Paperless From August 1; Hajipur Already Implements New System

Bihar is set to introduce fully digital land and property registration across the state, with the paperless system expanding in phases from July before a wider rollout in August.

Patna: Bihar is preparing to introduce a fully paperless system for land and property registration, a move aimed at reducing paperwork, cutting waiting times and making the registration process more transparent.

The state government plans to expand the digital registration system across Bihar in phases, with a wider rollout expected from August.

Paperless Registration Begins In Phases

The new system has already been introduced at the Hajipur District Registration Office.

According to officials, nine more registration offices will adopt the paperless system from July 18, after which it will be extended in phases to other districts, including Patna and Madhubani.

The government expects all registration offices in Bihar to eventually shift to the digital platform.

How Will The New System Work?

Under the paperless registration system, every stage of the process—from document preparation and scrutiny to verification and final registration—will be carried out digitally.

The registration will be completed only after the buyer, seller and authorised officials have provided their digital signatures.

Officials say the transition is expected to make property registration faster while improving transparency and reducing the need for physical paperwork.

Fewer Visits To Registry Offices

The government believes the new system will significantly reduce the number of trips people need to make to registration offices.

Applicants will no longer be required to carry large bundles of documents or spend long hours waiting in queues to complete routine procedures.

Training programmes are also being organised for officials and other stakeholders to ensure smooth implementation of the new system.

E-Registration Already Available

Until the paperless system is introduced statewide, residents can continue using the e-Nibandhan (e-registration) facility available at registry offices where the full digital platform has not yet been implemented.

Under this system, applicants can upload their documents through the department’s online portal, schedule an appointment for registration and visit the registry office only at the allotted date and time to complete the final formalities.

Officials say the phased transition is intended to minimise disruption while moving Bihar’s property registration services towards a fully digital model.
