Bihar Police Records 70,624 Convictions in Four Months; Cyber Crime Drive Nets 602 Arrests, New Rural SP Posts in Five Districts

Bihar Police reported 70,624 convictions through speedy trials in the first four months of 2026, alongside major cyber crime crackdowns including 602 arrests, Rs 7.06 crore in victim refunds, and intensified action against fraud networks and mule accounts.

Patna: In a major push to expedite justice delivery and strengthen policing, the Bihar Police has reported a sharp rise in convictions and cyber crime enforcement in the first four months of 2026, officials said on Thursday.

Addressing a press conference at Police Headquarters in Patna, Additional Director General (Headquarters) Sunil Kumar said speedy trials had resulted in 70,624 convictions between January and April 2026 across a wide range of criminal cases.

According to him, the convictions include 213 murder cases, 252 Arms Act cases, 17 dacoity cases, 51 kidnapping cases, and 218 cases under rape and POCSO provisions, reflecting what the police described as an intensified focus on time-bound justice.

Among those convicted, two individuals were awarded the death penalty, while 453 were sentenced to life imprisonment. A further 253 people received jail terms exceeding 10 years. Another 651 were sentenced to imprisonment of less than 10 years, 981 to less than two years, and 68,284 individuals were fined or bound down.

“Institutional focus on speedy trials is strengthening rule of law and ensuring accountability,” Kumar said, adding that the drive has significantly reduced case pendency in serious offences.

Breakups shared by the police show 506 persons were convicted in 213 murder cases, 318 in 252 Arms Act cases, 267 in 218 rape and POCSO cases, 62 in kidnapping cases, 66 in 59 loot cases, and 34 in dacoity cases.

Officials also announced a structural change in policing, with the creation of the post of Superintendent of Police (Rural) in five districts — East Champaran, Samastipur, Vaishali, Siwan, and Madhubani — aimed at improving rural law-and-order management and accelerating case disposal.

ADG (Law and Order) Sudhanshu Kumar said the new posts were intended to streamline district-level policing and improve supervision in areas with higher case loads and rural jurisdiction complexities.

Meanwhile, Bihar’s Cyber Crime and Security Unit reported a significant expansion in enforcement action. The unit arrested 602 cyber criminals in the first four months of 2026, compared with 1,098 arrests made during the entire previous year.

IG Ranjit Kumar Mishra said cyber financial fraud cases had surged, with 59,579 complaints registered between January and April 2026 alone. He noted that out of reported fraud losses worth Rs 199.09 crore, Rs 51.84 crore (about 26%) had been successfully frozen, while Rs 7.06 crore had already been refunded to victims.

The cyber crime call centre helpline 1930 received more than 9.03 lakh calls during the same period. Officials said daily call volumes have risen sharply following the introduction of an IVRS system in February, increasing from around 5,500 to 8,100 calls per day.

Mishra said Bihar ranked fourth in the country in terms of online cyber crime complaints and FIR registrations, reflecting both rising digital fraud and improved reporting mechanisms.

The unit has also identified 5,035 “mule accounts” — bank accounts used to route illicit money — and flagged 22 bank branches with high incidence of such accounts. Investigations into possible involvement of banking personnel are underway, officials said.

In parallel, 4,147 mobile numbers and 638 IMEI numbers have been blocked as part of enforcement action against cyber fraud networks.

Authorities urged citizens to report cyber fraud immediately through the NCRP helpline 1930, stressing that the first three to four hours after a financial fraud are critical for freezing stolen funds.

The Cyber Crime and Security Unit, carved out of the Economic Offences Unit in January 2026, has been designated as the nodal agency for cyber crime investigation in the state. The Economic Offences Unit has also launched operations titled “Cyber Prahar 2.0” and “Cyber Prahar 3.0” to dismantle organised cyber fraud networks, including mule account rackets and banking collusion cases.

Officials said the combined push reflects a broader effort to modernise policing and strengthen both conventional and digital crime enforcement across Bihar.
