Patna: Bihar Deputy Chief Minister Samrat Choudhary unveiled the state’s new “Police Didi” initiative on the 14th day of the budget session of the Bihar Legislative Assembly, as proceedings were repeatedly disrupted by clashes between the ruling party and the opposition.
Addressing the House, Choudhary defended the government’s efforts against criminal activity and emphasised its commitment to good governance. He highlighted the expansion of Janta Darbars at police stations across the state, the deployment of the Special Task Force (STF) from divisional to district levels, and the autonomy granted to police to take strict action. Opposition members eventually walked out following his remarks.
In his address, Choudhary took a veiled dig at MP Pappu Yadav, remarking that even elephants feared the police, while Yadav had previously claimed that Bihar police were incapable of “killing an ant.” Yadav responded on the social media platform X, writing: “He was a minor, now he’s become a monkey, and this monkey controls Bihar,” further intensifying the political debate.

Choudhary contrasted the current administration with the previous Rashtriya Janata Dal (RJD) era, asserting that the government had previously been run from prison. He cited the installation of CCTV cameras in prisons, online monitoring of inmates, and the facilitation of education within correctional facilities, noting that 1,256 prisoners appeared for the 10th grade board exams.
The “Police Didi” initiative will see the formation of specialised teams within the Bihar Police, with 1,500 scooters and 2,500 motorcycles to be procured. The plan also includes the establishment of Jeevika Didi kitchens and schools in every police line, as well as appointments of Agniveer jawans under reservation provisions.
The session also witnessed heated debate over the University Grants Commission (UGC) Act. CPI(ML) MLA Sandeep Saurabh supported the act as a measure against discrimination in higher education, prompting objections from BJP MLA Mithilesh Tiwari. The Speaker intervened to remove certain statements from the official proceedings.
The 14th day of the budget session was thus marked by political skirmishes, walkouts, and a series of announcements by the government outlining its achievements and new initiatives, including the ambitious “Police Didi” scheme.
