Patna: The Department of Revenue and Land Reforms has issued the ‘Bihar Revenue Employee Posting Policy 2026’, which has come into effect immediately.
Under the new policy, revenue employees will generally be posted in a district for three years. In special circumstances, the tenure may be extended, but an employee cannot remain posted in the same district for more than five years under any circumstances.
Routine Transfers Every June
The policy provides for routine transfers of revenue employees to be carried out annually in June.
However, transfers made on administrative grounds will remain outside the routine transfer schedule. Employees may also be transferred at other times if required in the interest of administrative work.
Employees Can Give Five District Preferences
Revenue employees will now be allowed to submit their preferences for five districts while seeking a transfer.
However, the department has clarified that selecting five districts does not guarantee posting in any of them. The preferences will be considered as part of the transfer process but will not constitute a right to a particular posting.
Inter-District Transfers Now Possible
The new policy also clears the way for inter-district transfers of revenue employees.
A state-level cadre for revenue employees was established last year. Earlier, employees were part of district-level cadres and generally remained within their respective districts. The creation of a state-level cadre has now enabled transfers between districts.
Strict Action Against Lobbying
The policy also discourages employees from using personal influence or seeking recommendations for transfers and postings.
Employees found lobbying or attempting to influence the transfer process may be asked to provide an explanation. The department may also record such instances in the employee’s service book.
Focus on Transparency and Administrative Efficiency
The Revenue and Land Reforms Department has stated that the transfer and posting process will be conducted transparently under the new policy.
The move is aimed at ensuring a more balanced distribution of revenue employees, improving administrative efficiency and reducing prolonged postings in a single district. The new framework also seeks to make transfers more systematic and transparent across the state.
