Patna: Administrative work in Bihar remains disrupted despite the return of circle officers and revenue officers on Monday, as revenue employees continue their strike that began on February 11.
Officials said land-related services have not normalised, as most processes depend on the initial input and verification carried out by revenue employees at the grassroots level.
Work Stalled At Ground Level
Authorities noted that key functions, including land records and related administrative tasks, originate at the level of revenue employees. In their absence, even with officers present, the workflow has been significantly affected.
As a result, residents are unlikely to see immediate relief in pending cases.
Talks With Employees Ongoing
The government has held multiple rounds of discussions with the employees’ association, which has submitted a list of 17 demands. While several demands have reportedly been accepted, the strike continues over the issue of pay scale revision.

Suspension Orders Revoked
In a parallel move, the Department of Revenue and Land Reforms has directed district magistrates to revoke suspension orders issued during the strike period.
The government has already withdrawn disciplinary action against officers, revoking the suspension of 47 circle and revenue officers.
Change In Designation Approved
Officials said the government has also agreed to change the designation of revenue employees to “assistant revenue officer”, replacing the earlier title.
Despite these concessions, the strike remains unresolved, with officials warning that administrative normalcy will depend on a breakthrough in negotiations.
