Patna: The Bihar government has imposed a one-year ban on the sale, purchase and transfer of land, as well as new construction activities, in the proposed greenfield satellite township areas of Bhagalpur, Muzaffarpur, Chhapra and Sitamarhi.
The Urban Development and Housing Department said the restriction has been introduced to facilitate the preparation of master plans for the proposed townships and will remain in force until June 30, 2027. The order takes effect immediately.
Master Plans To Guide Development
According to the department’s notification, comprehensive master plans will be prepared for the identified township areas in the four cities.
Officials said the temporary restrictions are intended to prevent unplanned development and ensure that the proposed satellite townships are developed in a systematic and modern manner.
During the restriction period, no sale, purchase or transfer of land, land development activity or building construction will be permitted within the notified areas, including the designated core zones.
The order has been issued under Section 9(7) of the Bihar Urban Planning and Development Act, 2012, and the Bihar Urban Planning and Development Rules, 2014.

Preventing Changes In Land Use
The department said maintaining the existing land-use pattern until the master plans are finalised is essential for planned urban expansion and the creation of future-ready infrastructure.
It added that violations of the notification—including unauthorised land transactions or construction activities within the restricted areas—would invite action under the applicable legal provisions.
Aim Is Planned Urban Growth
The government said the restrictions are intended to ensure orderly development of the proposed township areas and enable the creation of infrastructure capable of meeting future urban needs.
The move follows an earlier decision by the state government to restrict land transactions in connection with proposed township projects in seven cities.

Provision For Landowners
Following the earlier restrictions, several landowners approached the government seeking permission to sell their land, citing financial requirements.
In response, the government authorised the Bihar Housing Board to oversee land acquisition for the township projects.
