Patna: The Bihar government has announced that land transactions in 11 proposed greenfield satellite townships will be allowed to resume once their master plans are finally notified, a move aimed at accelerating urban development while easing restrictions on landowners and investors.
The Urban Development and Housing Department issued an order on Wednesday outlining the new framework for land transactions and development in the proposed townships.
At present, buying, selling and private transfer of land in the identified areas remain prohibited as the government prepares the master plans for the satellite cities.
Land Pooling And Acquisition To Begin
Once the master plans are published, the government will simultaneously begin land pooling, direct land purchases and land acquisition required for infrastructure and urban development projects.
Officials said allowing these processes to run alongside implementation of the master plans would help ensure that the satellite townships are developed on schedule.

Temporary Relief For Landowners
Until the master plans are finalised, landowners who need to sell their land may do so only through the Bihar State Housing Board.
Under the current arrangement, the Housing Board is the only agency authorised to purchase land in the proposed township areas, while private transactions remain barred.
Provision For Early Relaxation
The government has also introduced a provision allowing restrictions to be eased before the final publication of the master plans.
According to the order, if the Bihar Urban Development Authority concludes after publication of the draft development plan that permitting land transactions will not adversely affect planned development, it may allow buying and selling even before the master plans receive final approval.
The government said this flexibility would reduce delays for landowners, homebuyers and investors while ensuring that urban planning objectives are not compromised.

Officials said the decision is expected to provide relief to landowners while facilitating timely implementation of the proposed satellite townships.
