Patna: The Bihar government has moved to the next phase of its ambitious satellite township programme, initiating the process of identifying landowners and verifying land records for the proposed greenfield cities across the state.
The exercise follows the identification of sites for 11 satellite townships near major urban centres, including Patna, as part of a broader urban expansion strategy.
Land Verification Before Acquisition
Officials said land will be acquired only after a comprehensive verification process in accordance with the Bihar Urban Planning Scheme Rules.
This will involve scrutiny of ownership records, supporting documents and the total number of landholders within the notified areas. Authorities will also determine the proportion of land to be acquired under the scheme.
The process will be carried out in coordination with the Departments of Revenue and Land Reforms and Excise and Registration.
Developers To Be Selected
A designated Development Authority under the Urban Development Department will oversee the selection of private developers responsible for executing township projects.
Officials said the developers will undertake the construction and infrastructure development of the new urban centres.

Advisory Committee To Oversee Projects
An advisory committee will be constituted in each district to supervise the implementation of the township schemes. The District Magistrate will serve as the chairperson.
The committee will include representatives from multiple departments, including urban local bodies, town planning, land acquisition and infrastructure-related agencies.
It will be responsible for monitoring development, recommending township boundaries, ensuring provision of public amenities and overseeing land redistribution decisions after project completion.
Stakeholder Consultation And Objection Process
Authorities will hold consultations with landowners and other stakeholders before proceeding further. Objections and suggestions will be invited within two months of the scheme’s publication in the Official Gazette.
Based on the feedback received, necessary amendments will be made to the draft plans.
Tribunal For Dispute Resolution
A tribunal will also be set up to address grievances raised by landowners, providing a formal mechanism for dispute resolution during the planning process.
Officials said the structured approach is aimed at ensuring transparency and minimising disputes, while enabling planned and sustainable development of new urban centres.
The satellite township initiative is expected to play a key role in reshaping Bihar’s urban landscape, with an emphasis on organised growth and improved infrastructure.
