Patna: The Government of Bihar has announced a three-year strategic partnership with The Convergence Foundation (TCF) aimed at accelerating the state’s overall development. The agreement was formalised in the presence of Chief Secretary Pratyaya Amrit at a signing ceremony in Patna on Monday.
Officials from the Planning and Development Department, including Principal Secretary K. Senthil Kumar, Secretary Kanwal Tanuj, and Joint Secretary Ravish Kishore, attended the event alongside representatives from TCF and its partner organisations.

Under the partnership, TCF will provide strategic support to the Bihar government in areas such as policy formulation, implementation of reforms, and key priority sectors, either directly or through its network of expert institutions, on a pro-bono basis.
The collaboration will focus on five main areas: enhancing the state’s investment climate through regulatory reforms and export promotion; promoting regional development; developing tourism policy and destination branding; strengthening governance and evidence-based policymaking, including clean air strategies; and supporting human capital development in education, sports, skill development, employability, and overseas employment opportunities.
A dedicated Research and Strategy Unit, established by TCF and attached to the Chief Secretary’s office, will coordinate with state departments and stakeholders to provide ongoing policy and strategic support.
The Planning and Development Department said the partnership is expected to provide new direction to Bihar’s economic, social, and institutional development, supporting the government’s broader agenda of ‘Growth and Development’.
