Patna: The ongoing transfer process for nearly six lakh government school teachers in Bihar has encountered technical and administrative hurdles, with many applicants reporting problems while using the e-Shikshakosh portal. At the same time, the Education Department has issued fresh guidelines to address errors identified in the list of surplus teachers.
According to the department, the revised instructions are intended to ensure that the transfer process remains transparent and that genuine errors are corrected before final decisions are taken.
Teachers Report Portal Errors
Several teachers from different districts have reported encountering a “404 Not Found” error while accessing the e-Shikshakosh portal or submitting their transfer applications.
The technical issue has raised concerns among applicants, as the online transfer process is being conducted within a fixed application window.
Department Allows Correction of Surplus Teacher Data
The Education Department said discrepancies have been found in the surplus teacher list due to incorrect entry of subject-wise and class-wise data by some schools.
Teachers whose subject, school or service details have been recorded incorrectly have been asked to submit a prescribed correction form to the Establishment Branch through their school head, along with supporting documents.
Officials said the application must carry the recommendation, signature and official seal of the head of the institution.
Surplus List Not Final
The department clarified that the system-generated surplus list is provisional and will be revised after verification of valid documents submitted by teachers.
Officials said necessary corrections would be made wherever factual errors are established.
Strict Action Against False Information
The Education Department has also introduced stricter compliance measures for the transfer process.
Teachers must accept the prescribed terms and conditions before submitting their applications. According to the department, disciplinary and legal action may be initiated if an applicant provides false information, submits forged documents or conceals material facts.
Applications submitted under medical, disability or other special categories will also undergo separate verification.
Preferred School Not a Matter of Right
The department has clarified that teachers cannot claim a transfer to a preferred school as a matter of right.
According to the guidelines, transfers will be decided based on vacancies, eligibility and departmental rules, and complaints solely related to not receiving a preferred posting will not be considered.
Teachers’ Associations Raise Objections
The Bihar Yuva Shikshak Sangh has questioned the accuracy of the surplus teacher list, alleging that teachers transferred only a few months ago have also been declared surplus.
The association further claimed that, in some schools, the only teacher available for a particular subject has also been included in the list, creating confusion among teaching staff.
Model School Teachers Express Concerns
Teachers serving in Model Schools have also expressed dissatisfaction, stating that although many are not seeking voluntary transfers, some have still been included in the surplus category.
They have urged the department to review the list and resolve inconsistencies before implementing transfers.
Department Advises Teachers to Verify Details
The Education Department has advised all teachers to carefully verify their personal and service details on the e-Shikshakosh portal before submitting applications.
Officials have asked teachers to report discrepancies through the prescribed process within the stipulated timeline to avoid complications during the transfer exercise.
