Patna: The Bihar Education Department has launched the online portal for the transfer of nearly 6 lakh government teachers, allowing eligible applicants to submit requests through the e-ShikshaKosh portal from July 29 to August 5. According to the department, the transfer process will be conducted in three phases, with final transfer orders expected by October 31.
Education Minister Mithilesh Tiwari said the revised transfer policy is intended to make the process transparent, time-bound and technology-driven while extending eligibility to a wider group of teachers.
Applications Open on e-ShikshaKosh
According to the minister, teachers can apply online for adjustment, rationalisation and mutual transfers during the application window.
“I appeal to all eligible teachers to submit their applications on the e-ShikshaKosh portal within the stipulated period and complete all required formalities,” Tiwari said.
Revised Guidelines Expand Eligibility
The Education Department has introduced revised transfer guidelines for this year’s exercise.
Under the new rules, teachers recruited through the last three Bihar Public Service Commission (BPSC) recruitment phases, including those currently on probation, will also be eligible to apply for transfers, subject to prescribed conditions.
Officials said the change addresses a long-standing demand from teachers seeking postings closer to their home districts or preferred locations.
Phase One: Adjustment and Rationalisation
The first phase will run from August 7 to September 9.
During this period, the department will carry out adjustment and rationalisation of teachers, publish provisional lists, invite objections, dispose of appeals and issue the final list. The exercise is aimed at balancing the student-teacher ratio across government schools by addressing shortages and surplus staffing.
Phase Two: Mutual Transfers
The mutual transfer process is scheduled from September 10 to September 14.
Applications will be examined by the District Establishment Committee, Divisional Establishment Committee and State Establishment Committee before eligible mutual transfers are approved.
Phase Three: General Transfers
The final phase will focus on general transfers.
A revised school-wise vacancy list will be published on September 16, after which teachers can submit their school preferences online from September 17 to September 23.
The department will then process applications, resolve appeals and issue final transfer orders between September 24 and October 31.
Entire Process to Be Conducted Online
According to Tiwari, every stage of the transfer exercise—from submitting applications to publishing lists and resolving objections—will be conducted digitally through the e-ShikshaKosh portal.
The minister said the online system is intended to reduce human intervention, improve transparency and eliminate the need for repeated visits to government offices.
Warning Against Bribery
The Education Minister also warned that strict action would be taken against anyone attempting to influence the transfer process through bribery.
He said disciplinary action would be initiated against both those offering and those accepting bribes if any such cases are detected.
