Patna: The Bihar government has revised its teacher transfer policy to allow teachers recruited under TRE-3 to apply for transfers even during their probation period, in a move expected to benefit thousands of recently appointed educators across the state.
The online portal for transfer applications will open on Wednesday, with teachers able to submit their applications until August 5.
The Education Department announced that the transfer exercise will be carried out in three phases, beginning with rationalisation and equalisation of teacher strength across schools, followed by mutual transfers and finally general transfers.
Three-Phase Transfer Process
According to the department’s schedule, the first phase will focus on rationalisation and equalisation, aimed at balancing the student-teacher ratio across schools.
District and divisional-level establishment committees are expected to publish the lists for this phase and invite objections between September 7 and September 9.
The mutual transfer process will take place from September 10 to September 14.
Following this, revised vacancy lists will be published, and teachers seeking general transfers will be able to submit their preferred schools between September 17 and September 23.
The final general transfer list is scheduled to be released between September 24 and October 31, completing the transfer exercise.
Relief For TRE-3 Teachers
The Education Department has amended the Bihar State Teachers’ Transfer Rules, 2026, enabling teachers, headmasters and head teachers appointed under TRE-3 to apply for transfers through the online portal despite being on probation.
The notification was issued on Tuesday following directions from Education Minister Mithilesh Tiwari.
The amendment reverses a restriction contained in the transfer rules issued on July 21, which had barred probationary teachers from applying through the portal. The earlier rules had also made teachers who had already received transfers ineligible for general transfers.
The revised notification was issued just before the portal was due to open, extending eligibility to probationary TRE-3 teachers.
Government Says Decision Based On Teachers’ Feedback
Education Minister Mithilesh Tiwari said the government had taken the decision after considering representations from teachers and practical requirements.
According to the minister, the objective is to make the transfer process more transparent, equitable and teacher-friendly, while reducing unnecessary difficulties for teachers seeking transfers.
