Patna: Bihar’s Transport Minister, Shrawon Kumar, has announced a strict clampdown on the operation and modification of sleeper buses in the state, warning that permits for non-compliant vehicles will be revoked.
During a recent inspection in Katihar, Kumar noted that several buses registered as seater vehicles were being operated in a mixed seater-sleeper configuration. He said such practices violated the Central Motor Vehicles Rules, 1989, and AIS-119 and AIS-052 safety standards, and any permits for these buses will be immediately canceled.
“Sleeper buses must adhere to prescribed safety standards, including emergency exits, fire-resistant materials, and berth dimensions of 1,800mm by 600mm,” Kumar said. “The vehicle prototype must be certified by a recognised testing agency, and the body configuration verified before issuing a fitness certificate or permit.”
The minister highlighted safety concerns over overnight inter-state buses operating with modified AC seater permits, particularly along the Katihar-Siliguri route. He cited risks including overloading, blocked emergency exits, and fire hazards. Action will also be taken against operators, RTO officials, and others found responsible for violations.
Under the new rules, only recognised automobile companies or central government-approved factories will be permitted to manufacture sleeper buses. Local or unauthorised bodybuilders will no longer be allowed. All sleeper buses—both new and existing—must be equipped with fire detection systems, emergency lighting, clearly marked exit doors, hammers for emergency exits, and driver alert systems, including AI sensors to detect fatigue.
“These measures are being implemented following recent incidents of fires in sleeper buses,” Kumar said. “The safety of passengers is our top priority, and non-compliance will not be tolerated.”
