Patna: Bihar has introduced a uniform fee structure and academic regulations for one-year and two-year postgraduate (PG) courses under the National Education Policy (NEP) 2020.
The Governor-cum-Chancellor, Syed Ata Hasnain, has approved the Uniform Ordinance and Regulation 2026, which will apply to most state universities with immediate effect. The new framework replaces the Choice-Based Credit System (CBCS) regulations that had been in force since 2018.
Five Universities Exempt
The new regulations will not apply to Bihar Agricultural University, Bihar Animal Sciences University, Nalanda Open University (NOU), Aryabhatta Knowledge University (AKU) and Kameshwar Singh Darbhanga Sanskrit University.
These institutions will continue to follow their existing academic regulations or separate statutory provisions.
Revised PG Admission Structure
Under the new regulations, students who have completed a four-year undergraduate programme will be eligible for admission to a one-year postgraduate course.
Students graduating from a three-year undergraduate programme will continue to enrol in a two-year postgraduate course. The revised structure aligns Bihar’s postgraduate education system with the framework prescribed under NEP 2020.
Fee Structure For One-Year PG Courses
The total fee for the one-year postgraduate programme has been fixed at Rs 8,100.
According to the regulations, students will pay Rs 4,600 in the first semester and Rs 3,500 in the second semester. Additional charges include practical fees of Rs 1,000 per semester, examination fees of Rs 500 per semester and tuition fees of Rs 600.
Fee Structure For Two-Year PG Courses
The total fee for the two-year postgraduate programme has been set at Rs 15,100 across four semesters.
Students will pay Rs 4,600 in the first semester and Rs 3,500 in each of the remaining three semesters. A one-time fee of Rs 2,000 will also be charged for fieldwork or research projects, where applicable.
Uniform Regulations Across Universities
The state government said the new ordinance is intended to bring greater uniformity in postgraduate admissions, fee structures and academic regulations across Bihar’s universities.
Officials said the regulations have come into force with immediate effect and are aimed at aligning higher education in the state with the provisions of the National Education Policy 2020.
