Patna: The Bihar transport department is drafting a new set of rules that could prevent individuals with pending traffic challans from registering new vehicles in their name.
The proposed measure comes as authorities attempt to strengthen enforcement of traffic regulations despite ongoing awareness campaigns and higher penalties for violations.
Registration may be blocked for defaulters
According to officials, if a person has unpaid traffic fines, the registration process for a newly purchased vehicle may be halted at the district transport office.
Under the proposed system, vehicle ownership records linked to a buyer’s name and Aadhaar details would be checked before registration approval is granted. If pending challans are found, the registration papers could be rejected until dues are cleared.
CCTV surveillance expanded in Patna
Traffic enforcement has already been tightened across Bihar, particularly in Patna, where CCTV cameras have been installed at several major intersections to monitor violations and other activities.
Officials say the increasing use of digital surveillance has led to a rise in challan issuance, but recovery of penalties remains a challenge.
Dealers to receive guidelines
The department is also expected to issue instructions to vehicle dealers regarding the proposed verification process.
Officials said many motorists currently do not clear fines even after challans are issued, leading to revenue losses for the department and difficulties in enforcing traffic regulations.
Over 32 lakh challans issued
According to transport department data, around 32.58 lakh challans were issued in Patna and other districts between May 2023 and February 2026.
The department has not yet announced when the proposed rules will come into effect.
