Patna: Bihar has taken a decisive step towards strengthening youth employability with the establishment of its first skill university, named after Jananayak Karpuri Thakur. The government on Tuesday issued a formal notification under the Bihar State Skill Development Act 2025.
Deepak Anand, Secretary of the Department of Labour Resources, has been appointed as the university’s first Vice-Chancellor, while Labour Commissioner Rajesh Bharti will serve as Registrar. Initially, the institution will operate out of the Dashrath Manjhi Institute of Labour and Employment Studies in Patna.
The Bihar legislature had earlier passed the Jananayak Karpuri Thakur Skill University Bill 2025 unanimously. The institution is expected to expand the state’s skill development initiatives under the Saat Nischay programme and align them with global employment demands.
Officials said the university will not only focus on vocational and technical training but also on entrepreneurship, research, and innovation. It will affiliate skill development centres across Bihar, conduct examinations, and award degrees.
Chief Minister Nitish Kumar has championed the project as a major step towards creating a skilled workforce capable of meeting international standards. The government believes the initiative will enhance employment opportunities for young people and strengthen Bihar’s role in the global labour market.
