Muzaffarpur: In a major step to curb the illegal sale, mutation (dakhil-kharij), and creation of jamabandi on government land, the district administration has begun the process of placing acquired land under the “Stop List.” As part of this drive, 451.06 acres of land acquired between 1975 and 1986 for the development of the Bela Industrial Area will now be included in the Stop List.
The move follows instructions from Mushahari Circle Officer (CO) Mahendra Prasad Shukla, who had written to the General Manager of the Bihar Industrial Area Development Authority (BIADA) seeking complete details of the acquired land. These details are required to formally forward the case to the District Sub-Registrar, who will carry out the Stop List process.
In response, the Deputy General Manager of BIADA’s Muzaffarpur cluster has provided the full land records, including police station numbers, khata and khesra numbers, and the present status of possession.
According to the report, land in eight mouzas totalling 451.06 acres was acquired for the industrial area. Of this, BIADA currently has possession of 378.41 acres. However, in Kanhauli Vishundutt and Rohua Aapuch, about 72.65 acres were notified for acquisition, but BIADA has not yet taken physical possession. Officials said the process to take over this remaining land will begin soon.
The Mushahari CO said the report received from BIADA will be forwarded shortly to the District Sub-Registrar to initiate the Stop List procedure and prevent any illegal transactions.
Only 72 Acres Mutated in 30 Years
Despite more than three decades having passed since the acquisition, only 72 acres have so far been officially mutated in BIADA’s name. In the past, similar lapses led to illegal sale and mutation of government land belonging to the Agriculture Department in Kanti and NHAI in Ramdayalu. Keeping those cases in mind, the administration is now fast-tracking the Stop List and mutation process for the Bela land.
Land Acquired Across Multiple Mouzas
The land was acquired over several years in different mouzas, including:
- 1976: Bela Chhapra – 99.04 acres
- 1977: Bela Chhapra – 7.92 acres; Kanhauli Vishundutt – 2.83 acres
- 1978: Bela Chhapra – 61.42 acres; Dighra Rampur Sah – 1.16 acres; Rohua Aapuch – 35.91 acres; Rohua Rajaram – 2.96 acres; Dhanhar Chhapra – 72.43 acres
- 1979: Sherpur alias Narayanpur – 1.34 acres; Bela Chhapra – 45.132 acres; Mithanpur Lala – 0.14 acres
- 1986: Bela Chhapra – 47.85 acres; Kanhauli Vishundutt – 56.205 acres; Rohua Aapuch – 16.445 acres
Officials said the inclusion of this land in the Stop List will ensure that no sale deeds, mutations, or jamabandi entries can be carried out illegally, strengthening protection of public land meant for industrial development.
