Madhepura/Patna : An FIR has been registered against seven people, including a former Deputy Collector Land Reforms (DCLR) and two Circle Officers (COs), over alleged irregularities in the mutation and updating of revenue records involving 37 decimals of land in Madhepura district.
The case was registered at Phulaut Police Station following a court order. Police are now examining the land records, mutation proceedings and allegations of misuse of official authority.
Former DCLR, Two COs Among Accused
Those named in the FIR include former Uda-Kishunganj DCLR Aamir Ahmed, former Chausa CO Ashutosh Kumar, and Rakesh Kumar Singh, who is currently posted as CO of Bihta.
The other accused are former Halka employee-cum-Revenue Officer Dayanand Pandit, along with Ajit Paswan, Ranveer Kumar alias Mantu Yadav and Guresh Mehta. Ashutosh Kumar and Dayanand Pandit have since retired.
FIR Registered Nearly a Year After Court Order
According to the complainant, Phulaut East resident Basudev Sah, he approached the Uda-Kishunganj Sub-divisional Civil Court over the land dispute on August 7, 2025.
The court reportedly directed Phulaut Police to register an FIR on August 23, 2025. However, the case was eventually registered on August 12, 2026, almost a year later.
The complainant’s lawyer alleged that representations were subsequently submitted to the Patna High Court, as well as to the Madhepura District Magistrate and Superintendent of Police, after the FIR was not registered. Information was also sought under the RTI Act.
Dispute Centres on 37 Decimals of Land
The dispute concerns a 37-decimal plot in Phulaut Mauza under Chausa Circle.
Basudev Sah claims the land is recorded in the names of his father, Babulal Sah, and other co-owners, and alleges that the family never sold the property.
According to the complaint, Ajit Paswan subsequently claimed the land and got it registered in his name, after which the mutation process was initiated.
Allegations Over Mutation Process
The complainant has alleged that the mutation was approved without proper scrutiny of the original documents. He further claims that his objections at the Circle Office were not acted upon.
He subsequently filed an appeal before the DCLR on July 8, 2020, registered as Case No. 11/20-21. A hearing was held on July 14, 2020, while the matter was ultimately dismissed by the DCLR on May 17, 2025.
The former DCLR Aamir Ahmed has been named in connection with allegations of misuse of office and failure to properly discharge official duties.
Police Begin Investigation
Phulaut SHO Varun Kumar Sharma confirmed that the FIR was registered against seven people pursuant to a court order. He said the investigation is underway.
Police are examining the relevant land documents, mutation records and the circumstances surrounding the disputed transaction. Further action will depend on the findings of the investigation.
The former DCLR, Aamir Ahmed, said the matter is part of the judicial process and suggested that further information be obtained from the current DCLR.
