Patna: Patna is set for a significant revision of land values, with the new Minimum Value Register (MVR) for property registration scheduled to come into effect from April 1. Officials say circle rates — the government’s benchmark for property valuation — could increase by up to three times in some areas, translating to a rise of 80–90%.
At present, Boring Road commands the highest circle rate in the city at Rs 40 lakh per kattha. However, several emerging neighbourhoods are witnessing development comparable to Boring Road, prompting preparations for an upward revision.
According to verification carried out by the district registration office, circle rates remain comparatively lower in parts of Naubatpur, Barh and Bikram. By contrast, established urban pockets such as Boring Road, Nala Road, Bailey Road, Patliputra Colony, Saguna Mor and Gola Road already reflect higher valuations.
District Registration Officer Ravi Ranjan said the revised MVR will be implemented from April 1 and will vary area-wise. “Where the existing circle rate is higher than the prevailing market rate, it will be rationalised. In other areas, circle rates may increase significantly — in some cases up to three times,” he said.
The last revision of circle rates in Patna district took place in 2013 for rural areas and in 2016 for urban areas. Since then, the state has continued to operate under the old MVR framework. After nearly a decade, the district registration office has initiated steps to align official rates with current market realities.

The move comes amid rising registration activity. Approximately 150 land registrations are being processed daily at the Patna District Registration Office, a figure that has steadily increased since December 2025. Officials attribute the rise partly to the online registration system, which has accelerated documentation and approvals.
Revenue collection has also seen an uptick. While the district’s annual target was set at Rs 1,500 crore, it has so far achieved Rs 1,100 crore. Patna Sadar alone had a target of Rs 725 crore and has collected Rs 550 crore to date. Officials estimate that Rs 3–4 crore in revenue is being generated daily.
Verification has been carried out across five zones in Barh, three zones each in Fatuha, Paliganj and Bikram, and across 72 wards in Patna Sadar, along with assessments of prevailing market rates throughout the district.
With the revised MVR set to take effect next month, property transactions in Patna are likely to see a renewed surge as buyers and sellers adjust to the impending hike.
