Patna: The Patna district administration has initiated disciplinary measures against a revenue officer and an IT assistant from Masaurhi after an internal inquiry revealed their involvement in issuing a fake residential certificate under the name “Dog Babu.”
Following the emergence of the fake certificate in the media, Patna District Magistrate Dr Thiagarajan SM
Dr Thiagarajan recommended the suspension of Revenue Officer Murari Chouhan and ordered the removal of an IT assistant from service. The assistant had forwarded the application without conducting any verification.
The case involved an online application submitted using Aadhaar and other documents belonging to a woman from Delhi. The inquiry report confirmed that someone had misused another person’s Aadhaar and Voter ID to fraudulently obtain a residential certificate.
An FIR (608/25) has been filed at Masaurhi police station against the revenue officer, the IT assistant, and an unidentified applicant under multiple sections of the Indian Penal Code, including 316(2), 336(3), 338, and 340(2). Police have begun investigating the applicant, who submitted a false self-declaration and exploited someone else’s identity.
The forged certificate has since been cancelled, and the administration has reaffirmed its commitment to cracking down on misuse of government services.
In response to the incident, the Bihar Prashashnik Sudhar Mission Society has directed all District Magistrates to rigorously enforce the digital “verification process” available through the National Informatics Centre’s Service Plus platform. The Society also announced plans to introduce artificial intelligence tools to further secure the system and prevent software tampering.
