New Delhi: Samastipur’s district magistrate and district election officer, Roshan Kushwaha, has been honoured by India’s president, Droupadi Murmu, for overseeing what officials described as one of the most efficiently managed and transparent electoral exercises in Bihar’s recent history. The award was presented at a ceremony in New Delhi, recognising the district’s record-breaking voter turnout of 71.75% during the 2025 Bihar legislative assembly elections.
The turnout — the highest ever recorded in Samastipur — followed an intensive, two-month-long voter awareness drive led by the district administration. Authorities conducted outreach campaigns across urban and rural areas, encouraging participation through community programmes, local engagement and targeted mobilisation of women voters, whose turnout surpassed that of men in most constituencies.
Election authorities credited Kushwaha’s leadership with introducing real-time monitoring of polling activities and deploying technology to strengthen surveillance and coordination. Officials said the system enabled swift responses to logistical or security issues and ensured the smooth conduct of both polling and counting processes. The administration also emphasised timely decision-making and stronger oversight to maintain peaceful voting conditions.
Senior members of the Election Commission and Bihar’s state administration described the approach as the “Samastipur model”, calling it a template for future elections. They said the integration of technology with administrative coordination had set a new standard for district-level election management and could be replicated elsewhere in the state.
The recognition has been welcomed locally, with administrative officers, elected representatives and residents congratulating Kushwaha. Shortly after attending a public function marking Karpoori Thakur’s birth anniversary, the district magistrate travelled to Delhi to receive the award, underscoring what colleagues described as his hands-on involvement throughout the election period.
Data from the district shows consistently high participation across constituencies, particularly among women voters. Hasanpur recorded the highest female turnout at 80.13%, while several other constituencies — including Kalyanpur, Ujiarpur and Sarairanjan — saw women’s participation exceed 78%. Officials said the figures reflect the success of targeted awareness efforts aimed at first-time and female voters.
The national honour, local leaders said, has brought pride not only to Samastipur but to Bihar as a whole, reinforcing confidence in the state’s electoral processes and administrative capabilities.
