Patna: Bihar Chief Minister Samrat Chaudhary on Monday chaired a high-level review meeting on compliance reduction and deregulation, directing government departments to accelerate reforms aimed at simplifying business procedures, improving citizen services and enhancing the state’s investment climate.
The meeting was held at the Sankalp Auditorium in the Lok Sevak Awas complex and was attended by senior officials from several departments, including Industries, Urban Development and Housing, Labour Resources, Agriculture, Energy, Environment, Forest and Climate Change, Tourism, Higher Education, Health, General Administration and Fire Services.
Focus On Regulatory Reforms
During the review, officials presented updates on measures being undertaken in line with the Government of India’s compliance reduction and deregulation agenda, along with future action plans.
Chaudhary said regulatory reforms were essential to making Bihar a more attractive destination for investment and industrial growth.
He directed departments to expedite implementation of reforms designed to make business operations, trade activities and public services more transparent, efficient and accessible.
‘Government Must Act As A Facilitator’
The Chief Minister said the role of government should be to facilitate citizens and entrepreneurs rather than create procedural hurdles.
He stressed that industries, investors, startups, commercial establishments and ordinary citizens should not be required to make repeated visits to government offices to access services.
To achieve this, he called for greater reliance on digital platforms, self-certification mechanisms, online approvals and time-bound service delivery systems.

Review Of Licences And Approvals Ordered
Chaudhary instructed all departments to conduct a comprehensive review of licences, permits, inspection processes and reporting requirements under their jurisdiction.
Departments have been asked to identify procedures that can be simplified and submit reform proposals within a specified timeframe.
He also directed officials to eliminate duplication in administrative processes and ensure that citizens and businesses are not repeatedly required to submit the same information at different levels of government.
According to the Chief Minister, reducing compliance burdens would help improve efficiency, lower costs for businesses and encourage greater competition within the economy.
Boosting Investment And Job Creation
The Chief Minister linked the reform agenda to Bihar’s broader economic goals, including attracting private investment, promoting entrepreneurship and generating employment opportunities.
He said streamlined regulations and efficient administrative systems would improve the state’s Ease of Doing Business rankings while strengthening governance and public service delivery.
“The reforms will contribute to administrative efficiency, improve citizen services and help position Bihar as a more attractive destination for investment and industrial development,” Chaudhary said during the meeting.
Senior bureaucrats from the participating departments were directed to ensure timely implementation of the proposed reforms and maintain regular monitoring of progress.
