Patna: The Bihar government has advanced plans for the proposed Tirhut satellite township in Muzaffarpur, with detailed blueprints outlining its geographic spread, planning framework and regulatory restrictions.
As part of the initiative, authorities have imposed a ban on land transactions and construction activities within the identified township area until June 30, 2027, or until the master plan is finalised—whichever is earlier.
Strategic Location And Scale
According to the official documents, the Tirhut township will be developed across approximately 20,200 acres, with a designated core area of around 800 acres.
The proposed site has been strategically selected near Muzaffarpur Airport and along the new bypass, ensuring strong regional connectivity. The area is located roughly 5 km from the city boundary and about 10 km from the central business district.
Blocks Covered Under Tirhut Township
The township will span multiple administrative blocks, primarily including:
- Kurhani
- Marwan
- Kanti
- Musahri
These blocks collectively encompass dozens of revenue villages and select urban pockets identified for planned urban development.
Villages such as Motha urf Chak Harun, Marwan Khurd, Bishunpur Gobind, Bhatauna, Panapur Kariat, Gauraia, Madhaul, Dumari (urban area), and several others fall within the proposed special area.

Planning Rationale
Officials have identified the site based on several criteria, including:
- Proximity to the airport
- Connectivity via the Patna–Chhapra highway (Rewa Road)
- Availability of relatively less densely populated land
- Strategic potential for regional growth
The core area has been specifically earmarked along key transport corridors with lower habitation density to facilitate structured urban development.
Ban On Land Transactions And Construction
To prevent unregulated development, the government has enforced a temporary prohibition on:
- Sale and purchase of land
- Construction of new structures
- Any form of land-use change
This restriction will remain in force until June 30, 2027, or until the township’s master plan is prepared and approved.
