Patna: Bihar’s monsoon session of the Legislature is expected to be convened later this month, with reports indicating that the five-day session could be held from July 20 to July 25. The official schedule, however, is yet to be announced by the state government.
The session is expected to be politically charged, with the opposition preparing to raise several contentious issues, including the Bharat Tiwari police encounter, alleged irregularities in the ‘Rishu Shree’ tender case, changes to the security cover of Lalu Prasad and Rabri Devi, and the former Chief Minister’s vacation of the government residence at 10 Circular Road.
Supplementary Budget Expected
According to reports, the state government is likely to present a supplementary budget of around Rs 50,000 crore on the opening day of the session.
Several government bills are also expected to be introduced during the five-day sitting.
Bharat Tiwari Encounter Likely To Dominate Debate
The opposition is expected to raise the June 17 police encounter in Bilauti village, Bhojpur, in which Bharat Tiwari died after being shot by police.
The incident has sparked widespread political debate, with opposition parties demanding accountability and several leaders across the political spectrum calling for action against officials found responsible if wrongdoing is established.
The issue is expected to feature prominently during discussions in both Houses.
Tender Irregularities Set To Be Raised
The alleged ‘Rishu Shree’ tender case is also expected to become a major point of confrontation.
Opposition parties have accused the government of failing to adequately address allegations of irregularities in public procurement and are expected to seek answers during the session.
The government has not publicly accepted the allegations.
Security And Residence Issues
The opposition is also expected to question the government over changes made to the security arrangements of Lalu Prasad and Rabri Devi, as well as the former Chief Minister’s exit from the government bungalow at 10 Circular Road.
The RJD and its allies have criticised both developments, while the government has maintained that security arrangements are determined in accordance with established procedures.
First Session Facing Opposition Questions
The session will also mark one of the first major opportunities for Chief Minister Samrat Choudhary to respond to sustained questioning from the opposition in the Legislature on several high-profile political and administrative issues.
An official notification announcing the dates and agenda of the monsoon session is expected in the coming days.
