Patna: The Bihar State Housing Board has received applications from 207 landowners seeking to sell land for the state’s proposed greenfield satellite township projects, signalling growing interest in the government’s urban development initiative.
Officials said 58 new applications were submitted on Monday alone at the Housing Board’s facilitation centre, with the Pataliputra Greenfield Satellite Township near Patna accounting for the largest share of applications.
The state government plans to develop 12 greenfield satellite townships across Bihar to support planned urban expansion and improve infrastructure.
Pataliputra Leads Applications
According to the Housing Board, most applications received so far relate to land located within the proposed Pataliputra Greenfield Satellite Township area.
Landowners from the proposed Magadh Greenfield Satellite Township have also submitted applications.
Officials said all applications are being forwarded to the respective district or divisional Raiyati Land Purchase Committees for scrutiny in accordance with the prescribed procedure.
SOP Issued For Land Purchase
The Urban Development and Housing Department has already issued a Standard Operating Procedure (SOP) to streamline the acquisition process.
Landowners are required to submit applications addressed to the Managing Director of the Bihar State Housing Board.
The Housing Board conducts a preliminary review within seven days, after which eligible applications are forwarded to the competent authority under the Bihar Raiyati Land Purchase Policy, 2026.
Compensation And Incentives
To encourage voluntary participation, the government has announced several incentives for landowners.
No stamp duty or registration charges will be levied on land transactions carried out under the policy.
Owners of urban land will receive compensation equivalent to twice the market value or the Minimum Value Register (MVR) rate, while those selling rural land will receive up to four times the market value or MVR.
In addition, landowners selling rural land will receive an extra 10% incentive over the approved compensation amount.

Twelve Satellite Townships Planned
The government is proposing to develop the following 12 greenfield satellite townships:
- Pataliputra
- Vikramshila
- Magadh
- Mithila
- Tirhut
- Saran
- Anga
- Kosi
- Sitapuram
- Hariharnathpur
- Purnia
- Dehri
Officials said the number of applications is increasing steadily and expected to rise further in the coming weeks.
The government aims to complete the land acquisition process in a transparent and time-bound manner to enable early implementation of the township projects.
Documents Required
Landowners wishing to sell their land under the scheme are required to submit:
- An application addressed to the Managing Director of the Bihar State Housing Board.
- A copy of the registered sale deed or land record (Khatiyan).
- A copy of the Jamabandi receipt.
- A copy of the Aadhaar card.
Applications are being accepted at the Housing Board’s Samadhan Kendra from Monday to Friday, between 9.30 am and 6 pm.
The state government has allowed landowners in notified greenfield township areas to sell their land under the new policy in specified circumstances, with officials stating that the initiative is intended to facilitate planned urban development while offering attractive compensation to landowners.
