Patna: Bihar has taken a major step towards expanding the use of artificial intelligence (AI) in governance by signing Memorandums of Understanding (MoUs) with Sarvam.ai and BharatGPT to develop indigenous AI solutions tailored to the state’s needs.
The agreements were signed during a programme at ‘Samvad’ in the Chief Minister’s Secretariat on Friday in the presence of Chief Minister Samrat Chaudhary. Representatives of the Information Technology Department, Sarvam.ai and BharatGPT exchanged the signed MoUs.
Focus On AI-Driven Governance
According to the state government, the partnerships aim to make AI more accessible to citizens and government officials while creating the infrastructure required for its wider adoption across departments.
The initiative will provide government departments with access to India-developed AI models and applications and promote the use of AI in delivering faster, more transparent and citizen-centric public services.
The government also plans to use AI to address local challenges through solutions built in Indian languages and regional dialects, positioning Bihar as a model for AI-enabled governance.
Boost For Research And Skill Development
The MoUs will enable approved researchers from Bihar to strengthen AI research in Indian languages while supporting innovation focused on local needs.
The initiative also includes large-scale AI training and capacity-building programmes for government employees and seeks to build a local ecosystem of technology partners and startups.
Officials said the collaboration is expected to provide long-term momentum for AI adoption in the state.
‘Digital Bihar’ Vision
Chief Minister Samrat Chaudhary described the agreements as an important milestone in the state’s vision of building a “Digital Bihar” and achieving the goal of a “Developed Bihar.”
He said the government would encourage the development of indigenous AI models suited to Bihar’s requirements, support AI-driven startups and leverage the technology to simplify public service delivery.
The initiative, he added, would also help improve transparency, efficiency and accessibility in government services.

The programme was attended by Deputy Chief Minister Vijendra Prasad Yadav, Information Technology Minister Nitish Mishra, Chief Secretary Pratyaya Amrit, Principal Secretary to the Chief Minister Deepak Kumar, Secretary of the Information Technology Department Abhay Kumar Singh, senior officials of the state government, and representatives from Sarvam.ai and BharatGPT, including Raj Chauhan, Chief Operating Officer of Sarvam.ai, and Shashank Shekhar Thakur, Vice President of BharatGPT.
