Patna: The death of Bharat Tiwari, also known as Bharat Bhushan Tiwari, in a police encounter in Bihar’s Bhojpur district has sparked widespread discussion across the state, with competing narratives emerging from the police, local residents and political leaders.
Tiwari had become known in recent years for campaigning on behalf of erosion-affected families from Jawaniya village. He opposed the allocation of low-lying land near Bilauti village to displaced residents and had demanded that the area be filled with soil before families were asked to settle there.
The encounter took place near the same site that had been at the centre of his campaign.
Activism and Growing Confrontation
Supporters of Tiwari argue that he took up the cause of erosion victims after their concerns received little attention from authorities. According to claims circulated on social media by some residents, Tiwari played a role in securing basic facilities, including electricity connections, for affected families.
However, officials point to a different aspect of his recent activities. Over the past several months, Tiwari regularly used social media platforms to criticise the administration and police. Videos posted on his Facebook account showed him making threats against public officials while displaying what police described as an illegal firearm.
In one of his final Facebook Live broadcasts, recorded during the confrontation with police, Tiwari was seen throwing down a pistol. The footage has fuelled allegations from family members and local residents that the encounter was not genuine.
Police Version of Events
A separate FIR has been registered regarding the encounter involving Tiwari and a joint team of Bhojpur Police and the Special Task Force (STF).
According to the FIR, filed on the statement of then Shahpur Station House Officer Rajesh Malakar, police personnel arrived on June 17 to arrest Tiwari. The document states that he fled towards open fields while carrying a weapon and opened fire when officers attempted to apprehend him.
The FIR alleges that police and STF personnel surrounded him and repeatedly asked him to surrender. It further claims that Tiwari attempted to mislead officers by throwing his pistol a short distance away and appearing to surrender.
Police allege that whenever officers moved forward to recover the weapon, he would quickly retrieve it and continue resisting. According to the FIR, he subsequently fired at the police, with one bullet striking the bonnet of a police vehicle. Officers then returned fire, resulting in his death.
FIR Filed Against Family Members
Authorities have also registered a separate case against Tiwari’s father, Kashi Nath Tiwari, and his brother, Chandan Tiwari.
The FIR alleges that the two family members sheltered Tiwari and kept illegal weapons at their residence. According to police records, officers encountered resistance when they first approached the family home before the encounter.
Political Reactions Intensify
The incident has generated strong political reactions across Bihar.
Several leaders from the ruling Bharatiya Janata Party (BJP) have questioned the circumstances surrounding the encounter and called for a detailed investigation. Agriculture Minister Vijay Kumar Sinha, former Union Minister Ashwini Choubey and BJP National Secretary Rituraj Sinha have described the incident as unfortunate and demanded a high-level inquiry.
The opposition Rashtriya Janata Dal has also sought an independent probe and called for criminal proceedings against any officers found responsible for wrongdoing.
Questions Remain
As investigations continue, the case has highlighted broader concerns about land rehabilitation for erosion-affected families, the conduct of law enforcement operations, and the role of social media in escalating confrontations between citizens and the state.
While police maintain that Tiwari posed an armed threat and resisted arrest, his supporters argue that the circumstances surrounding his death require independent scrutiny. The outcome of any inquiry is likely to remain a significant political and public issue in Bihar in the coming weeks.
