Patna: The Building Construction Department in Bihar has stepped up efforts to ensure the quality of public infrastructure, with its Central Laboratory in Patna conducting detailed testing of construction materials used across government projects. Officials say the facility has already examined materials from more than 100 projects, including Panchayat government buildings, hostels, police officer quarters, residential schools, detention buildings (Hajat Bhawan) and auditoriums.
Established at the Patna Building Circle Office, the laboratory is responsible for checking the quality of key construction materials such as concrete, bricks, steel reinforcement bars, sand and aggregates. The facility was inaugurated on March 21,2025 and is designed to strengthen transparency and reliability in government construction works through systematic testing and monitoring.
According to the department’s secretary, Kumar Ravi, in-house testing at the laboratory has helped save both time and costs while ensuring stricter quality control. Engineers involved in construction projects have been instructed to send samples of materials, including concrete cube moulds used for cube strength testing, to the laboratory for assessment. The facility is equipped with more than 55 modern instruments capable of conducting detailed structural tests on existing, under-construction and planned buildings.
Officials say the department’s own testing process has also reduced reliance on third-party laboratories. This has made it easier to cross-check contractors’ reports with departmental findings and maintain consistency in quality standards across projects. The move, they say, is intended to ensure that public funds are used effectively while maintaining strong construction standards.
Alongside laboratory testing, the department has deployed flying squad teams to conduct weekly inspections at construction sites. These teams review on-ground progress and ensure that contractors follow prescribed quality guidelines.
Authorities believe the initiative will contribute to building stronger, more durable public infrastructure in Bihar while improving accountability in government construction projects.
