Patna: A new handbook designed to assist All India Services (AIS) officers in navigating service rules, disciplinary procedures and administrative responsibilities was launched on Tuesday at Bihar’s Main Secretariat.
Titled Essential Companion of An AIS Officer, the publication has been brought out by the Directorate of the Chief Vigilance Commissioner under the General Administration Department.
The book was formally released by Chief Secretary Pratyaya Amrit during a ceremony attended by several senior IAS officers and other top officials of the state government.
Focus On Training And Capacity Building
The event began with a welcome address by B. Rajender, Additional Chief Secretary of the General Administration Department.
Introducing the publication, Deepak Kumar Singh, Director General-cum-Chief Vigilance Commissioner, said the book had been developed to strengthen training and capacity-building efforts for both newly inducted and serving AIS officers.
According to Singh, the handbook has been designed to serve as a practical reference for handling service-related matters and disciplinary proceedings while promoting a better understanding of administrative procedures.
Comprehensive Guide To Service Rules
The publication brings together key constitutional provisions relating to public services and incorporates important aspects of the All India Services (Conduct) Rules, 1968, and the All India Services (Discipline and Appeal) Rules, 1969.
It also includes provisions concerning sanction for prosecution, recent government circulars and guidelines issued between 2023 and 2025, and procedures related to appeals and reviews under the Single Window System.
In addition, the handbook contains a compilation of significant judicial pronouncements relevant to public administration and service law.

Chief Secretary Calls It A Valuable Reference
Speaking at the launch, Chief Secretary Pratyaya Amrit described the publication as an important resource for administrative officers.
He said a comprehensive and updated compilation of service-related regulations would help officers develop a deeper understanding of governance, disciplinary protocols and decision-making processes.
The Chief Secretary also praised the work undertaken by the Directorate of the Chief Vigilance Commissioner, noting its contributions in the areas of documentation, training and institutional capacity building.
He said such initiatives would prove valuable for future generations of civil servants.
Senior Officials Attend Launch
At the conclusion of the programme, Md. Sohail, Secretary of the General Administration Department, delivered the vote of thanks and described the publication as a significant step towards strengthening administrative capacity within the state.
The event was attended by several senior officials, including Director General of Police Vinay Kumar, Development Commissioner Mihir Kumar Singh and Principal Chief Conservator of Forests Arvinder Singh.
Officials said the handbook is expected to serve as a practical guide for officers seeking clarity on service rules, disciplinary mechanisms and administrative procedures throughout their careers.
