Patna:The state Bihar Transport Department is preparing to make registration compulsory for all driving schools operating in the state as part of efforts to improve regulation and standardise driver training.
Officials said a dedicated portal is being developed through the National Informatics Centre (NIC), where driving schools will be required to register and provide details of their operations.
The move comes after a departmental review found that the number of driving schools has increased significantly in recent years, while many continue to operate without formal registration.
Training locations to be disclosed
Under the proposed framework, driving schools will be required to inform the department about the locations where practical training is conducted.
The department is preparing guidelines that will restrict training activities on open public roads and in crowded urban areas. Schools will be expected to use approved locations for driver training.
Officials said the objective is to improve road safety and reduce risks associated with inexperienced drivers learning in busy traffic conditions.
Action for violations of licence rules
The Transport Department is also planning stricter enforcement of licensing requirements during training sessions.
According to officials, any individual driving a training vehicle on a public road must possess a valid driving licence. If this condition is not met, action may be taken against both the trainee and the driving school or instructor involved.
The department said the rules are intended to ensure compliance with existing motor vehicle regulations.
Online and offline registration options
To facilitate registration, the department will provide both online and offline options.
Driving school operators will be able to register through the proposed portal. Those unable to complete the process online can submit their applications through the office of the District Transport Officer (DTO).
Officials said the dual system is being designed to ensure accessibility and minimise difficulties for operators across the state.
Certificates to gain official recognition
The department plans to make registration mandatory so that training certificates issued by recognised driving schools can be considered valid for official purposes.
Authorities believe the new system will help improve the quality of driver training, strengthen oversight of driving schools and promote safer driving practices across Bihar.
