Governor Orders Mandatory NCC and Disaster Management Training Across Bihar Universities

Governor directs higher education institutions to train students as first responders for natural and man-made emergencies.

Patna: The Bihar government is moving to strengthen disaster preparedness among young people by introducing mandatory National Cadet Corps (NCC) and disaster management training in higher educational institutions across the state.

The initiative will cover universities, constituent colleges and affiliated colleges, with students being trained to respond effectively during emergencies and disasters.

Governor and Chancellor Syed Ata Hasnain has directed vice-chancellors to implement the programme across all universities, 268 constituent colleges and 479 affiliated colleges in Bihar.

NCC and NSS volunteers to play key role

Officials said more than 60,000 NCC cadets in the state would be linked with disaster management programmes and trained to handle risks and emergency situations.

Students associated with the National Service Scheme (NSS) will also be included in training programmes and connected with disaster management initiatives sponsored by the state and central governments.

According to Bihar Lok Bhavan officials, guidelines for implementation are being prepared and will be shared with institutions in due course.

Workshops and practical training planned

Universities and colleges will organise workshops to train students in disaster preparedness and response.

The programme is expected to be conducted in collaboration with the Bihar State Disaster Management Authority (BSDMA) and Bihar Fire Services. Officials from these agencies will participate in training sessions and awareness activities.

Students will receive practical instruction in search and rescue operations, first aid, fire safety and emergency response measures.

‘Yuva Aapda Mitra’ volunteers to be developed

Under the initiative, NCC and NSS volunteers will be trained as Yuva Aapda Mitra (Youth Disaster Friends) and prepared to serve as first responders during emergencies.

The training will focus on responding to floods, fires and other natural or human-induced disasters. Participants will be equipped with skills to assist in rescue efforts, provide basic medical support and coordinate relief operations.

Support role during emergencies

Officials said trained volunteers would assist local administrations during disasters by helping manage relief camps, supporting traffic regulation and facilitating the distribution of relief materials to affected communities.

They will also conduct awareness campaigns, workshops and outreach activities in nearby villages and localities to educate residents about disaster management and preparedness.

Recognition and incentives for participants

The programme will include recognition mechanisms for students who actively participate in disaster management activities.

Officials said NCC cadets could benefit from existing provisions that offer additional marks during armed forces recruitment processes, while trained volunteers may also receive preference in certain government employment opportunities, in accordance with applicable rules and policies.

The initiative is aimed at building a network of trained youth volunteers capable of supporting communities and authorities during emergencies while promoting disaster awareness across the state.
